I believe he is trying to lead from behind and this is a clear instance where he should be walking point and taking the risks. The reason that Californians have such a hazy grasp of the situation is that the elected officials have provided no insights and guidance. Either they are out of the loop or they are unwilling to paint a clear picture of the facts. Ed
