guys, the problem is Ca laws and de-reg rules. the wholesalers can charge what they want (No regulation) retailers are regulated and can only charge what the ca utilty regs will let them. so can not recoup their wholesale payments. So what don't we understand here? Luther Supply and demand should determine price, not government
