I do agree it was not Clinton's problem, at least not directly. It is a federal problem that there was no energy policy for at least 8 years, but one could reasonably argue that was Richardson's fault.

My post was directed at the insinuation that the federal government should intervene. It absolutely should not happen, especially considering that the California treasury is running a surplus. When Davis spoke to Greenspan and Clinton last month it was obvious to me that he was putting out feelers as to how a request for a federal bailout would be received. The answer was clearly "no way" but I believe he scared Greenspan enough to cause that rate cut, which occurred just days later.
