I assume you meant to add PE in there.
Be careful. NONE of the premier tech companies has ever sported that cheap of a price in their major growth years.
If you want quality, you have to pay up.

My guess is you are seeing some accumulation of qualcomm, because it was low 70's and well priced. Price has been rising even though yesterday was average daily volume, today about 20% above the average daily volume.
