GW never mentioned deficits in his campaign. He did say that he would:

Cut taxes across the board by 1.6 trillion over 10 years (is that 160 billion per year? I never saw a chart. GW was always a little fuzzy on details)

Privatize part of Social Security. Now I'm all for having my own actual Social Security account to invest. But every penny of SS tax that is currently going in is used to 1) pay Grandma, or 2) goes into the general Treasury. (They leave an IOU behind). Any money diverted from this stream must either be replaced by higher taxes or will immediately show up in the Federal deficit.

Raise military spending

Raise educational spending

When I add these proposals up, I see deficits. Large ones. And GW never did explain how he planned to do all this and balance the budget.
