Not quite sure which part of the listing requirements they didn't comply to....
I guess you'd have to call the company and find out but I am not too sure they would be willing to talk. Don't lose much by trying though.

Under the rules of the TSE, a company whose securities are suspended from
trading may be considered for reinstatement of trading privileges upon
remedying, within one year from the date of suspension, all of the
deficiencies which resulted in the suspension.
