My thoughts on this announcement:

The original press release you cited placed almost no emphasis on the R-UIM roaming capability of the MSM5105.

The GSM World Congress is being held in Cannes, FR February 20th-23rd, and will be highly focused on Global Roaming this year.

GSMA issued a press release on January 12, focusing on TDMA-GSM roaming.

This new release is probably logical, both as a follow on to the GSMA TDMA focused roaming release, and a prelude to the GSM World Congress.

Since Schlumberger is prominently mentioned, they were probably pushing for a release prior to Cannes, to one up their primary competitor, Gemplus. Gemplus and Schlumberger have been dukeing it out for bragging rights about Asian CDMA SIMs.
