Is there anyplace where growth restrictions have been imposed before they were "too crowded" (whatever that is taken to mean? No place of any size that I know of. I think there's too much economic interest in continuing the growth for that to happen.

(Actually, it can be done- -in small independent towns at the high end of the market. If you're familiar with Silicon Valley, Woodside and Atherton are examples. The low end of the market is around $1,000,000 there. They have tight growth control.)
