You can see why the politicians [Dubya and co] want more expensive oil. Saudi Arabia, Iraq, Iran and others can produce it so cheaply that having a pipeline from Alaska, and running around in the permafrost to dig oil and gas, is totally uneconomic. Hence the need to avoid Iraqi production and ensure Opec quotas are cut to maintain a high enough [but not too high] crude oil price. There is a fine balance between annoying the voters [who own SUVs] and bankrupting oil industry buddies.

Maybe George W Bush will do some tactical bombing on GSM infrastructure supply factories in Europe to defend human rights, religious freedom, stop abortion and make the world safe for American CDMA.
