It will likely never work to limit the growth of cities while the growth in overall population continues.
And there is no stopping that. Not by us, anyway. Mother Nature will put the brakes on, though. And very painfully.

Right now the land and environment is treated as a common resource. Common resources are usually wasted until they become scarce and then they become private
Right again. In Europe andnon-Communist Asia, where the land is much more crowded, most of it is privately held. A grim prospect for a people used to their wide open spaces.
