Not quite true. They opposed it at first and then gave in. Yes, I agree with you that they were idiots to accept the concept of charging a fixed price at the retail level until 2002 while agreeing to pay a market price for the power they would buy. No one in business should ever agree to doing this. apparently they thought they would get away with it until 2002.
