The government created the Rural Electrification Agency (REA) back in the 30's to get the rural areas in the US electrified. Electric utilities at the time were focused on major metro areas and could not justify the cost to pick up rural customers (sound familiar??). REA later got into bring telephone service to rural America

Tax credits would be an excellent way to bring broadband to rural America. Charging the REA (which I believe still exists, but in a neutered way) to work with the existing Rural Electric Coops would be another way to do same thing.
