Dear Dave: Pretty good stuff, thats the stuff of a strong nation, however, I think I could bend the rules on Articles IV and V. I have always maintained that if you were lucky enough to be an American you should be housed,fed, clothed and cared for BUT in a Barracks situation similar to the Army not in a GHETTO. While in those barracks you should be REQUIRED to attend classes either in specific job training or general education as your part for getting this stuff. Now, many will say I am harsh, BUT I spent years in Barracks in the service and I had to do far worse. I think the ONLY way we can TURN PEOPLES LIVES AROUND is to pull them out of those stinking ghettos and forcibly teach them. I suspect though that most would rather stay where they are and rob steal and cheat for food rather than help themselves. I say lets see, give it a try. JDN
