Reagan was negotiating an arms reduction treaty. In Clinton's case, there was nothing to be gained by the US except the disclosure of systemic flaws. There's a lot of advantages to someone playing down expectations, something which Clinton started to do later in his term. In his first term, expectations were high for activisim. It didn't help that he was a total incompetent who needed to bring in outside consultants. You guys aren't informed enough about your own party to carry on a reasonable argument. Geez, you rail about NMD and tax cuts, while your own candidates are proposing the same.
