No, the point is that they bacteria that break down oil are aerobic - and depend on oxygen to break down the oil. Has nothing to do with temperatures - totally different organism.. Of course organic material everywhere is being turned into oil, that's how oil came into being in the first place. The idea that there's new oil being created from the earths crust is well, dumb. Where's the carbon coming from?
