JRI, I don't know the official answers to your questions, but here is my interpretation.

One portion of the UMC shares owned by SNDK has been classified as "available for sale". That doesn't necessarily mean that they plan to sell it, only that they are technically allowed to (the rest is still subject to lock-up). The value on the balance sheet will fluctuate in accord with the UMC stock price.

The cash is probably being spent for the Virginia fab project.

I believe that part of the cash drop may be due to their $75m investment in Tower Semiconductor, to help the latter build a new fab in Israel. Not sure about the rest. Sam
