Cobalt, Florida ran an automatic recount the day after the election by running all the ballots through the machines again (except for a few lazy counties who just ran their computer tapes again). During this process, some of the hanging chads fell off, reducing Bush's lead from 1700+ to 300+. But it's not the same as in Washington; no one ever inspected the undervote visually or deliberately fixed machine unreadable ballots. So no one could be sure how many human readable ballots remained among the undervote. Thanks for the links, I'll have a look.
