Florida ran an automatic recount the day after the election by running all the ballots through the machines again (except for a few lazy counties who just ran their computer tapes again). During this process, some of the hanging chads fell off, reducing Bush's lead from 1700+ to 300+. But it's not the same as in Washington; no one ever inspected the undervote visually or deliberately fixed machine unreadable ballots. So no one could be sure how many human readable ballots remained among the undervote.
