That said...

These guys clearly have no clue what they're doing! I could maybe understand their procedure if they were a hobby site, but these guys are supposed to be professionals!

If you want to change to a new front-end, you build it up completely and independently IN PARALLEL. Then you test it, then you get users to test it. Then you go back and fix stuff according to user feedback (both design, function AND bugs). Then you let users test it again. Then, and only then, you switch the main front-end servers over to the new look. If at all possible, you keep the old front-end around (the best is actually to have the change coincide with an upgrade of the front-end servers). This is pretty basic stuff - a preschooler could grasp the concept!

If you want to change both front-end and back-end, you change one at a time according to the above procedure - if at all possible.
