Your standard -- that which we cannot do for ourselves -- is different from DMA, who proposed that it be that "everyone in the country benefits from the spending."

National highways and the air traffic control system would seem to satisfy both, although a John Madden type who had a disability that prevented him from driving might disagree.

Disaster aid -- Again, the guy in Maine might argue that he doesnt benefit, and that private insurance could and should take care of it. Folks in Iowa might question whether they benefit all that much from the Coast Guard, although I think I understand your point about the hairy situations they face in performing their duties, etc.

It would seem that student loans would fit your test, at least for folks who would be prevented from going to college without it (like the surgeon who operated on Reagan after he was shot.)

Too sleepy at this point to go on.

ps. All things being even, I guess I would rather be called microamnesia rather than macroamnesia.

pss. Been to Palau, would like to visit again. Nice scuba diving.
