Lowest-cost gold mines in production are in Mongolia.
All placers.

Year-on increase in production for 10 years.

11.5 tons in 2000
10.1 tons in 1999
10.0 tons in 1998
8.0 tons in 1997
5.9 tons in 1996
4.0 tons in 1995
1.7 tons in 1994
1.1 tons in 1993
0.78 tons in 1992
0.7 tons in 1991
0.8 tons in 1990

Placers elsewhere in the world may also be contenders for lowest-cost.
Clarify - do you mean operational costs ignoring capital costs, etc?
