I don't think Nokia, nor global operators, nor most of
the market, is interested in a regular patent+trade
war USA+allies vs the rest of the world.

Especially as even PAL-NTSC isn't that important anymore
as multi mode televisions,VCRs don't cost more than regular,
and most of them are made in Asia anyway.

And TVs are a lot more expensive to ship than cellular
phones, even basestations.

Patents is one thing, a dime a dozen for gloves for six
or more fingers, building a global, competitive, open
standard based market is another thing, and sometimes they
meet.

The consumer, or at least the operators, are Kings in a
free, open standard, competetive market based on
constructive and not destructive variations..

That is, patents are only as good as other's patents
within the same jurisdiction if global wars are to be
avoided, as well as good as the market built around
them, hopefully not of submarine type.

And one question is still unanswered, how fast
is fast when trying to silence the kids in the
backseat??

P.S. Was it in 1988 or 1989 that Nokia and QCOM tried
to cooperate?? (across the San Diego Street, something
must have gone wrong although QCOM many moons later even
joined ITU as a regular member)
