I had a very similar problem with HP 5100. Make sure in msconfig you haven't unchecked all the programs the scanner needs. On mine they are HPscanmonitor, StillimageMonitor, and HP parallel port test(don't think this one is necessary but did it anyway). I also had to remove the device in Device manager, reboot and let it install the driver again. Here's a link to the driver if you need it.

Just a thought with my limited knowledge. Have you installed any new hardware that may be interfering with the IRQ ?
