The EU Federal budget is like 1% of EU GDP... But yes ag subsidies are huge. I wrote one of my undergrad theses on that.... the other was on Turkish inflation stabilization policy....

you have to keep in mind though that the EU's budget is only 2% of the national budgets of the states making up the EU. so this isn't as bad as it looks.
nevertheless, the bureaucratic maw in Brussels is like a black hole of sorts...money that falls into it disappears forever. and instead of x-rays it emits regulations...
