I have never taken this quote too literally. Handsets are well into the 2nd billion - even digital ones (although I don't know the exact number). I've conjectured he's referring to subscribers.

Then do you still see the quote from Dr Jacobs ... as on target?

No.

There will be 1 billion handsets ± 10% sold in the next 2 years. They will not approach 50% CDMA.
