Scott,

There has always been complaints from the right that the State Department is just a bunch of leftists, even under Reagan, so I would not read too much into it.

My feeling is, and it is just a WAG, that Condi Rice has Bush's ear more than Powell. Powel I think will have some leeway to be a free agent, as long as he is doing good things that don't interfere with the administration agenda, but I think the agenda will be set by Cheyney, Rice and Bush. Again, this is just a WAG, that may be proven wrong.

I would really like to know what Cheyney and Rice think about Powell's plan to dismantle most of the sanctions.

Anyway, I have to admit that I am bit behind in reading political news during the last couple of weeks.

Joe
