Seems like any operator with a modicum of brainpower would do its best to get those 1x phones into the hands of its customers asap in order to benefit from the doubling (roughly) of voice capacity on its system which will take place phone by phone. (No phone, no doubling)

Logic there. But sadly, logic and the real world are different, no?

Verizon's "free new phone every two years" should facilitate this. Certainly they will encourage or possibly even require 1x as they upgrade customers to new handsets.
