I have been pro-DP at some points in my life based upon the non-recidivist argument and that it is a deterrent for some types of crimes. My current position is based more upon the clumsiness of the mechanism, its expense, the lack of uniform application, and the moral issues.

On balance, it doesn't seem to be a good way for governments and society to be spending their time or treating the problem.

Bland, who has defended capital punishment here, is not in favor of executing the mentally or developmentally impaired.

He is not in favor of executing those who truly do not understand what they have done or why they are being punished. Bland would view that as cruel and unusual punishment.

Other the hand, bland believes that Charles Manson, who is as crazy as anyone bland has ever seen, should be put to death.
