Actually it is the existance of the FDA and government regulations which make research cost so much.

Woodcock of the FDA said that neither patients nor doctors were competent to make decisions concerning drugs. Yet the natural and herbal drug industry is able to sell over $6 billion per year of produts that may or may not be beneficial. Only the non natural drug industry is regulated. Without regulation the companies involved would still do competent research. Lawsuits would keep all involved focused on producing safe products that work. Note existing regulations have not kept safe from harmful products. In fact the FDA approval provided a shield of protection for the producers and the doctors using such drugs.
