I don't think there are all that many people who would oppose a small implementation. The problem is that this issue gets wrapped up with the Reagan concept of "an invincible shield" which is not a limited deployment. I personally feel that the chances of some crazed leader launching, oh two, missiles at the US is as close to zero as you can get, but that is an argument for another day.

But for something to protect against the Cold War scenario of thousands of warheads coming over the poles, well, it ain't going to happen anytime soon. A much smaller scale system is not a real problem. I favor the research, but a full scale implementation is a really expensive night light...

The probability of a small implementation doing what needs to be done is a whole lot higher for the money spent.
