I didn't say the military system has more capacity than globalstar. I was very careful to say that they have all the capacity which they need.

Why should the military invest in huge amounts of voice bandwidth by satellite when the Internet offers a huge pipe for personal (i.e. morale-building) communications worldwide and VOIP will soon make "free calls home" a reality?

Classified command and control stuff would never go over an off the shelf system.

The US government rarely steps in and takes over a large commercial system. They prefer to screw it up themselves from scratch.
