A truck must go through the border patrol. A hundred ton load is hard to move unobserved via truck and it needs a road that can take the pounding. Most normal ways in are typically at least weighed in for safety purposes and can be scanned at the scale with ease. As for a ship, the container must stay on board or else, it will be detected. Detectors can be used during the inspection by the Coast Guard and they will follow any "twinges" made much more likely by reduced distances. Blowing it at the docks will get far less people and far more likely to get located afterwards. Paraphrasing the lines in "Die Hard", killing a few hundred, you might get away with it but, killing a few hundred thousand, they WILL find you.
