I don't think it is likely that China will nuke the US. (They would be more likely to make subtle threats hoping to get the US to back off in some crisis). I was responding to the point about a country facing total annihilation for launching one nuke at the US. I'm not sure that they would face total annihilation. I just picked China as an example because they have the nukes and missiles now.
