I agree that you need consumer and corporate confidence to use the windfalls of a rate cut, but providing that these were not shattered (and the Bush/Cheney team is doing their best to shatter that confidence for reasons that are beyond my comprehension), it is the fastest way to inject money (short of printing it) into the economy.
