If you are looking at penny stocks below lets say a dollar , there is another reason. Companies with lower share prices will at times do these kind of blocks as a way to to transfer stock to hired promoters. At times in the past ,I have used this as a indication that the agreement for the promotion has been signed, and things will begin very soon.Back a few years ago,there was a few promoters who did this almost as their trade mark to show that their promotion was starting. Back in 1996 a promoter by the name of Smith did this on almost every promotion he handled.

there are two other possible reasons: 1) promotor works closely with floor trader who "runs the box" on a particular stock and the promoter has an arrangement with the trader to cross out any stock that is accumulated or cross in any stock that the trader is short. 2) there is a buyer for a larger block of stock than is readily available at a certain price(range) so the trader quietly accumulates stock, then crosses out blocks of a predetermined size to the buyer as he is able.
