VERIZON WIRELESS ANNOUNCES AGREEMENT WITH
OPENWAVE SYSTEMS

(The Following is a reproduction of a press release from Verizon Wireless.)

Verizon Wireless to Introduce Over-The-Air Voice and Data Service Provisioning

Largest U.S. Carrier Teams with Openwave on Technology and Implementation

January 25, 2001

BEDMINSTER, NJ & REDWOOD CITY, CA - Verizon Wireless, the largest wireless service
provider in the U.S., and Openwave Systems, Inc. (Nasdaq: OPWV), the worldwide leader of
open Internet-based communication infrastructure software and applications, have collaborated
to introduce an open, customized, standards- based over-the-air provisioning solution for voice
and data service.

The new offering, coupled with Verizon Wireless' IP network, will centrally manage handset
parameters, automatically update roaming lists and area code information, maintain IP
addresses and data parameters and, in the future, will enable remote software updates to
wireless phones.

Central to Verizon Wireless' new service technology is the OpenwaveTM Provisioning Manager
Mobile Edition, which will provide network operators with a single solution for provisioning WAP
gateways, handsets and applications. Working in tandem with Openwave's Mobile Access
Gateway, Verizon Wireless can deliver these services "over-the-air" on its CDMA digital network
to wireless microbrowser-enabled handsets. Verizon Wireless customers will benefit from the
ease, flexibility and quality of the new services.

Provisioning Manager Mobile Edition gives Verizon Wireless the ability to more efficiently
service its 27 million customers by automatically identifying and provisioning their wireless data
subscribers. Verizon Wireless will have the ability to specify its own data parameters to customize
the information its customers receive - and the order in which the information is presented in the
handset.

"By incorporating Openwave's Provisioning Manager Mobile Edition into our network, customers
won't have to bring their phones in for reprogramming when an area code changes," said Ted
Hoffman, vice president of Technology Development for Verizon Wireless. "We will be able to
perform simple diagnostics on a handset and download the latest software improvement to a
phone without having the customer leave their home or office."

The over-the-air solution will also give Verizon Wireless' subscribers the ability to check their bill
or monthly minute allowance, and interactively manage their individual account features
directly from the interface on their wireless phones. With this technology, Verizon Wireless will
be able to offer customer support services via the phone interface with no airtime charges while
being able to charge per minute for information and services.

"With Provisioning Manager Mobile Edition, over-the-air updating of roaming lists and handset
software is easy, giving carriers the ability to adjust to rapidly changing market conditions
without creating a burden for the subscribers," said Richard McConnell, General Manager of
Mobile Infrastrutrure Software at Openwave.

Implementation of the Internet-based "over-the-air" solution platform has already begun and
customers can begin to take advantage of the e-care capabilities by the end of the quarter.
Handsets enabled for over-the-air provisioning will be available to consumers in the first quarter
of this year.
