As countries grow richer there fertility rate usually drops. Some countries aren't growing richer. They are mostly countries where the government is either very stupid, very corupt, socalist, or so weak that the country is basically in a state of anarchy or some combination ofthe above. The action that the US can do that will help most third world countries the most (although perhaps not countries in a state of anarchy or with very stupid curupt governments) is to allow them to export goods to the US. A more free market both within the poor countries and for their exports will help many third world countries. Others will probably require political changes before they get wealthier. The US can subtly encourage such change but I wouldn't advocate invadeing a couple of dozen countries in order to impose better governments.

a paying job --whether the wage is "decent" or not-- will continue to be a luxury for them. unless the source of the problem is addressed, you can put all the band-aids you want, the problem will not be fixed>\

Bit of a chicken and egg question here. I agree that it is important to make contraceptives more easily available, and for family planning information to be more widely accessible. But the churches are by no means the only problem here. Many of these countries are one step out of agrarian cultures where the large family has traditionally been an essential source of labor in the fields, and the value system that places a premium on fertility - which often antedates Christian influence - remains in force. The best way to combat this is through education, industrialization, and economic development, all of which will be slowed down if we don't allow our companies to move jobs into these countries.
