Have you ever looked closely at the McKinley administration? What did the Clintons do that could compare with the Tonkin Gulf incident, or for that matter with Iran/Contra? When we talk about lying to start a war, or directly subverting measures passed to prevent the executive power from waging war without the consent of the legislature, we bring executive abuse to a whole new level.
