I'd be very willing to believe that the WSJ article did not include the debt owed to the trust funds.

The latest government debt can be found here:

publicdebt.treas.gov

Current Held by the Government Owed to the Public Total
01/26/2001 2,369,372,499,843.13 3,371,063,344,354.87 5,740,435,844,198.00

So there is 3.4 trillion held by the public and 2.4
trillion held by the government, mostly in the SS trust
fund.

Of course, when we are talking about the debt problem in
the US it's not this debt we mean. It's the trillions owed
by individuals and companies.
