I consider that to be something that he could learn...or put people in place who know how to deal with it.
Well, he didn't last time.

I consider honesty a good foundation.

I consider dishonesty to be a fundamental character flaw...not something that you would expect to change.

In ordinary dealings in every day life, that is definitely true. But in international relations? When the US cracked the Japanese codes in WWII, should we have told them? When the Brits cracked enigma, should they have told the Germans?
And should Carter have told the Iranians that we would never use military force in the hostage crisis? I woulds think you would want them waking up every day wondering if today they would be invaded or nuked.
