Mr Palau,
I suspect that if Gore had been ahead after the count, there would have been much less fuss because Katherine Harris would have suddenly noticed her duty to get an accurate count. I'm sure Gore would have tried to get a quick certification, but he wouldn't have had much leverage against the SOS and the Governor. The two candidates would have negotiated a recount quietly imo; Gore would have been likely to gain and Bush would have had nothing to lose.
