I think you got it, Thomas. I heard him say that, and I think Bush means exactly what he said. He's protecting Clinton's right to make the pardons. Clinton is his predecessor; therefore, no mistake. I do think there was a bit of an insult in it, sort of like when Cheney agreed with him "Big Time."
