There really aren't too many ways to do it. The traditional way is to place prohibitive taxes on goods imported from low-wage work environments. This is a considerable imposition on consumers: if you choose to pay more to subsidize uncompetitive industries that is your right, but do you really want to have the government telling you that you have to pay more in order to subsidize them?

The other alternative would be for the government to give companies the extra money they would spend to keep low-skill jobs in the US. That's a little tough too: would you really want the government to pay AOL enough of a subsidy to allow them to keep their e-mail response facility in the US and keep it economically viable?
