I would subsidize clean industries that made some sense (they do not need to be the most "productive" in an economic sense- there are many ways to measure productivity- money is not really my yardstick)- I agree there is nothing simple about providing a LIVING WAGE to people who lack "competitive skills"- which I assume means those skills the market values enough to ensure the people holding them get a decent wage. Why those people with "competitive skills" include coaches of sports, bad actors, and ballplayers will always be a mystery to me.
