Cap'n,
I liked the part best in last week's testimony where AG said that the unknown factors in dealing with a giant budget surplus were even more daunting then dealing with the deficit! When the surplus is SO large when the Gvt puts its money into markets it then controls them! So... not wanting to be a DIRECT interloper in the economy and markets, he prefers an empty gesture like a tax cut threat to offset the current pessimism... what will shift the economy around is a rate change, but keeping the markets guessing about "how much when" is becoming an outmoded strategy. Instead of calming down and being a good steady fellow, the market is now springing more fiercely in uncertain times... as if it's saying, "Oh, dear! I think it's out of control!!!"
