Hopefully some gradual tax cutting will also help reliquify corporations and consumers While knowing a tax cut is coming might help people feel better about the near-term future, won't these take even longer than interest rates to have a real monetary impact on people's pocketbooks? Would a retroactive cut in marginal rates have an immediate effect on take-home pay or will we have to wait until the (larger than expected) refunds for 2001 come back next spring?
