On a related topic, I have a question. Can these agencies that can't promote abortion any more on US money provide sterilization services for women who absolutely want no more babies and still get U.S. dollars?

My understanding of the policy is that they could get US dollars for the sterilization only if they did not provide abortions at all.

How about saying we'll pay for this abortion, but you have to agree to get sterilized too. Pros and cons of that kind of policy? Any takers?

You won't get takers. Sterilization (voluntary) (given that "voluntary" is always relative) is a taboo topic.
