75% of the surplus is from excess SS revenues. I believe it's running about $ 275 B. There was also excess stock market cap gains running about $ 75 B for 1999 from employee stock options and short-term traders who lock in taxable gains and defer losses. They lucked into that internet daytrader phenomenon and Euro capital inflows to juice tax receipts.
