I tried twice ...

First time, I got the famous "Windows is Shutting Down" screen momentarily. It displayed for a duration very similar to when I use the Start/Shutdown button.

Second time, I wrote a program designed to turn my system to crap if it was interrupted unexpectedly. While running, I clicked the ExitWindows shortcut. Windows wouldn't stop. It displayed a warning and gave me a chance to do something sensible or do something stupid. I chose to ...

Although these tests aren't totally comprehensive, they have re-assured me that this shortcut does not circumvent Windows' safeguards in any serious manner.
