I'm lazy.

When I want to shutdown and restart, I use Start/Shutdown where Restart is already selected. When I want to shut down permanently, I use the shortcut. That way, I save one mouse click as I don't need to change Restart to Shut Down or back again.

So the verdict for me is I'll continue using the Shutdown shortcut as long as it serves my purpose.

I didn't want to express an opinion without some testing, so I ran some tests, didn't uncover any problems, and posted my results. If I'd uncovered a problem, I'd know one exists, but since I haven't observed any, I can only speculate about the shortcut's suitability.
In this case, certainty proves elusive.
