Not when he and other Bushies originally made statements that would lead one to think that Clinton's staff nearly bombed the place...to state the sky is falling, have others ask for proof of that statement and then to indicate that they meant to say the sun is shining is not what I would view as "less combative", but rather a deliberate and failed smear campaign.
